The Federal Emergency Management Agency (FEMA) opened up a field office at the church to handle calls for aid stemming from the flooding from earlier this month.
Crawford County has a FEMA field office in Soldiers Grove.
Rebecca Morales is the public information officer for the Viroqua FEMA headquarters. The building was also serving as the headquarters for the Small Business Administration and for the Red Cross.
People who suffered damage during the flooding are asked to pre-register by phone with FEMA before coming to the Viroqua FEMA office. Morales said that’s because telephone registration can take 20 minutes.
“We prefer people to register before they come,” Morales said. “It helps us be more effective in helping them.”
Residents and business owners who sustained losses in the designated counties can begin applying for assistance tomorrow by registering online at www.fema.gov or by calling 1-800-621-FEMA (3362) or 1-800-462-7585 (TTY) for the hearing and speech impaired. The toll-free telephone numbers will operate from 8 a.m. to 6 p.m. (local time) seven days a week until further notice.
Morales is a resident of Puerto Rico, stationed there by FEMA, and she was flown to the area to help establish local communication.
The Viroqua FEMA office will be open seven days a week from 10 a.m. to 7 p.m. Morales didn’t give a date when the office would close.
“We’ll be here as long as we’re needed,” she said.
Including initial road, property and crop damage estimates, Vernon County sustained more than $15 million in damage in the flood. That total rises on a daily basis as more claims come in and inspections are made.
Gov. Jim Doyle declared a state of emergency in Vernon County due to the flooding last week. On Saturday, President George W. Bush declared Vernon County and several other Wisconsin counties federal disaster areas. This allows people to register for federal aid.
Columbia, Crawford, Milwaukee and Sauk counties were in the initial declaration, and other counties have been added since then.
The assistance, to be coordinated by FEMA, can include grants to help pay for temporary housing, home repairs and other serious disaster-related expenses. Low-interest loans from the U.S. Small Business Administration will also be available to cover residential and business losses not fully compensated by insurance.
Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties within the state.
FEMA Director David Paulison named Dolph A. Diemont as the federal coordinating officer for federal recovery operations in the affected area. Diemont said that damage surveys are continuing in other areas, and more counties and additional forms of assistance may be designated after the assessments are fully completed.
FEMA coordinates the federal government’s role in preparing for, preventing, mitigating the effects of, responding to and recovering from all domestic disasters, whether natural or man-made, including acts of terror.

Assistance for affected individuals and families can include as required:
--Rental payments for temporary housing for those whose homes are unlivable. Initial assistance may be provided for up to three months for homeowners and at least one month for renters. Applicants registering for aid should be prepared to provide basic information about themselves (name, permanent address, phone number), insurance coverage and any other information to help substantiate losses.
Application procedures for local governments will be explained at a series of federal/state applicant briefings with locations to be announced in the affected area by recovery officials. Approved public repair projects are paid through the state from funding provided by FEMA and other participating federal agencies.
